Daniel Halberstam

Eric Stein Professor of Law, Director, European Law Program; Founding Director, European Union Center at the University of Michigan.

He obtained a J.D. degree from Yale Law School, New Haven, CT in 1993.

He has previously been Assistant Professor of Law at the University of Michigan Law School, Ann Arbor, Michigan (1999-2004); Attorney Advisor at the Office of Legal Counsel, United States Department of Justice, Washington, D.C. (1996-1999). He assisted in advising the executive branch on questions of statutory and constitutional law and had assignments in areas regarding federal courts, federalism, foreign affairs powers, free speech, separation of powers, sovereign immunity, treaty obligations.

He was Judicial Fellow of Judge Peter Jann at the Court of Justice of the European Communities, Luxembourg (1998). His areas of research included legal basis for harmonization measures, free movement of goods and persons, citizenship, public procurement, and comparative federalism.

He was Attorney Advisor to Chairman Robert Pitofsky, Federal Trade Commission, Washington, DC (1995-1996). He reviewed and coordinated selected agency activity in antitrust and consumer protection law. He managed and provided technical assistance in competition law to the Republic of Moldova and was co-editor and contributing author, Anticipating the 21st Century: Competition Policy in the New High-Tech Global Marketplace (FTC Report, 1996).

He was Law Clerk of Justice David H. Souter, United States Supreme Court (1994-1995) and of Judge Patricia M. Wald, United States Court of Appeals for the D.C. Circuit (1993-1994).

He is the author of numerous books and articles and gave numerous presentations.

He was Member of several Advisory Boards.

His teaching areas are European Union Law, Constitutional Law, Comparative Federalism, Comparative Public Law.
