Professor at the College of Europe since 1980. Degree in Political Science, History and English, Universities of Munich and Tübingen (1964). Ph.D. in Political Science, University of Tübingen (1968). Habilitation in Political Science (1973). From 1968 Assistant and Associate Professor, from 1976 Full Professor (Chair) for Political Science, University of Tübingen, from 1994 Jean-Monnet-Professor. Visiting Professorships at universities in Germany, Italy, Switzerland, Thailand and the U.S. From 1993 President of the German European Community Studies Association (ECSA) and Vice-President/President of ECSA-Europe. Since 1992 Chairperson of the European Centre for Research on Federalism Tübingen. Co-editor of the book series “Schriftenreihe des Europäischen Zentrums für Föderalismus-Forschung” (since 1994), “Integration Europas und Ordnung der Weltwirtschaft” (since 1993); member of editorial board of the journals “Integration”, “Regional and Federal Studies”, Journal of European Integration”.
