HUBERT A. - Managing Gender in European Policies (25h)

We will analyse gender inequalities from two different angles : first what is the EU gender equality policy, how it grew in the EU policy agenda, and which institutional set of instruments has been developed to eliminate gender inequalities and promote equality in different domains such as work, power, time… (Specific actions). Second, the seminar will analyse how other EU policies have or not integrated a gender perspective in their actions (gender mainstreaming).

This course will provide students with a good and critical knowledge of gender equality policies but also with tools to analyse EU policies in general on how they can be transformed with the integration of a transverse objective.   

Professional Equality between women and men has been a concern of the “fathers of Europe” when writing the Treaty of Rome. It was recognised as a principle of European law in 1976 (Defrenne v/s Sabena). The course will review the different approaches, policy tools and strategies developed over the years and how EU level gender equality policy has become a reference and a leverage for actors in the Member States (and on the international scene). The current state of play, the measure of gender inequalities and the scope of specific policies to address gender inequalities in time of austerity will form a large part of the exchanges in this seminar.

In a second part, we will investigate what a gendered approach of inequalities is likely to change in the way economic, social and political inequalities are addressed in the EU and in turn, how policies could better contribute to progress towards gender equality. We will focus in particular on the mainstreaming of gender equality and austerity policies as well as the role of the FEMM committee and women in the EP.
