AHNER Dirk - EU Structural and Investment Policies (20h)

In the first part of the course, students get acquainted with the policy framework and context, in which the European Structural and Investment Policies work: the overarching development strategies of the EU (“Europe 2020” and the new “European Green Deal”) some aspects of economic governance in the EU (economic policy mix and European semester), and some aspects of competition policy (state aids). Moreover, the economic and social situation after the Covid-19 crisis will be briefly addressed.

The second part of the course gives a broad overview of the main instruments to support investments and structural change in the EU. The policies behind them will be explained, as well as their theoretical background. The overview will also include the measures introduced to stimulate economic activity in the EU after the Covid-19 crisis, as many of these measures are directly interlinked with the other policy fields.

In its third party, the course will concentrate on a more detailed analysis of the three EU policy fields, their missions, objectives and implementation on the ground: Cohesion Policy 5regional development and social inclusion) as an example of a policy under shared management, the Trans-European Network Policy as an example of a policy under centralised management and the Invest EU Programme as an example of a policy under indirect management. // ECTS Card
