WOLFF A.T. - Complex Security Governance in Europe (8h)

The European continent has the densest network of interlacing international security organisations in the world. This compact seminar investigates the complex and overlapping nature of security decision-making processes in Europe. Specifically, the course explores how decision-makers navigate the dynamic interactions between national governments, NATO, the EU’s CSDP, and the OSCE. To analyse complex governance, the seminar employs methodological tools such as multi-level analysis, networking theory, issue framing, and resource interdependency. Practical case studies such as the Ukraine crisis and the Libyan war will guide classroom discussions and be used to test analytical concepts.
