The College of Europe Professional Training Catalogue 2014

The College of Europe Development Office Professional Training Catalogue is now available with our offer of professional training courses in Bruges, e-learning modules and some samples of tailor made training programmes.

In 2014, the College of Europe Development Office proposes 9 training courses which are open for registration to all, such as the 21st Edition of the ‘Intensive Seminar on the EU’ and ‘EU Competition Law’, taking place in Summer, or skills related courses as ‘EU Diplomacy & Diplomatic Skills’, ‘Negotiations in Practice’ or ‘EU Project Management’, taking place in Autumn. Georgia – Official opening ceremony in Tbilisi of the EU-funded project “Capacity building in International Relations in Georgia”

On 7 March 2014, the official launch of the EU-funded project “Capacity building in International Relations, Georgia” took place at the Ministry of Foreign Affairs of Georgia, in Tbilisi. The programme, organised by the Diplomatic Training Centre of the MFA and the project team, counted with the welcome speeches of Ms Maia Panjikidze, Ministry of Foreign Affairs of Georgia and Mr Boris Iarochevitch, Minister Counsellor, representative of the EU Delegation to Georgia.

Representatives of the consortium implementing the project were present: the College of Europe (consortium leader), Estonian School of Diplomacy and Georgian Foundation of Strategic and International Studies.

Dr Ekke Nõmm, Director of the Estonian School of Diplomacy and Key Expert in International Relations, explained to the audience the project objectives and main activities to be implement over the next two years. A press conference and a reception rounded up the event, attended by numerous representatives of various Georgian ministries, services and embassies.

In November 2013, this two-year project « Capacity building in International Relations in Georgia » was awarded to the consortium led by the College of Europe. The overall objective of this initiative is to support the strategic development, capacity building and promotion of the Diplomatic Training Centre (DTC) of the Ministry of Foreign Affairs of Georgia and by this to contribute to the implementation of the major part of the Institutional Reform Plan of the beneficiary institutions.

A large number of activities will be implemented including training seminars, study visits to Europe, curricula development of standard and short training courses on diplomacy related topics and skills, training of trainers and promotional events.

Egypt - Monitoring and Evaluation (M&E) training for the SAAP (Support to the Association Agreement Programme)

In January 2014, the College of Europe Development Office organised a training seminar in Egypt to explain 18 civil servants working on EU funded projects, how to monitor and evaluate their projects. One project manager from the Development Office, together with two trainers on M&E stayed one week in Cairo to deliver 4 days of training on the following topics: Logical Framework Approach (LFA), Result Based Management (RBM), Monitoring, Evaluation, Audit, Result Oriented Mission (ROM).

 

This training was highly appreciated by participants. There is a request from the SAAP to repeat this training in autumn 2014. More information on SAAP and on this training can be found following this website.

Algérie - Formation de diplomates de l’IDRI (Institut Diplomatique et des Relations Internationales)

Le Collège d’Europe est heureux d’accueillir pour la seconde fois une centaine de diplomates stagiaires de l’IDRI, l’Institut Diplomatique et des Relations Internationales d’Algérie dans le cadre d’un programme de formation sur mesure sur l’Union européenne et les relations UE-Algérie.

Le Service de Développement a donc développé un programme sur mesure pour l’IDRI autour des éléments suivants : (1) des sessions de formation sur le processus de décision européen et sur les relations UE-Algérie ; (2) des ateliers sur la négociation et la communication ; et (3) des visites des institutions européennes et des rencontres avec des officiels de la Commission européenne, du Parlement européen, du Service européen d’actions extérieures et du Conseil.

L’objectif de cette formation, pour les participants, est d’appréhender l’Union européenne et les relations UE-Algérie d’un point de vue opérationnel à travers la pratique de la négociation et la discussion de sujets communs.

La durée de la formation est d’une semaine. Le Collège d’Europe accueillera 57 participants du 17 au 21 mars 2014, et 57 autres participants du 7 au 11 avril 2014. Un cocktail de bienvenue, auquel ont été conviés les étudiants algériens du Collège d’Europe sera organisé dans les locaux du Collège d’Europe, le lundi 17 mars 2014 et le lundi 7 avril 2014.

Cette formation est financée par la Commission européenne, dans le cadre du programme d’Appui à l’Accord d’Association (P3A).

UNICEF – Workshop on EU Policies, Programmes and Partnerships for UNICEF MENA Senior Staff

On 25 and 26 March 2014, the College of Europe Development Office will welcome 20 UNICEF senior staff coming from the UNICEF countries and regional offices in Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, Palestine, Sudan, Syria, Tunisia and Yemen. The purpose of this workshop is to strengthen the EU-UNICEF policy dialogue and partnership at country and regional level within MENA region.

During two days the participants will strengthen their knowledge of the EU decision-making and EU development policies, programmes and partnerships and will meet and exchange with EU officials (DG DEVCO and EEAS) on ways to cooperate better on the ground.

EU-funded project on Euro-Arab relations “El-Hiwar” (dialogue in Arabic) – First training seminar in Bruges

In June 2013, the College of Europe, in consortium with the British Council, has been awarded a 2-year EU funded project to organise seminars on EU-Arab relations. The first seminar will take place in Bruges on 7-10 April 2014 and will welcome diplomats of the League of Arab States (LAS).

The Development Office, together with the team leader of the project, have developed a 4-day training programme on EU affairs and EU-Arab relations, which will also bring the opportunity for the diplomats from the LAS to meet with counterparts from the EU institutions (European Commission, European Parliament, Council and EEAS). Several networking events and bilateral meetings have been organized to facilitate the contacts between the diplomats and the EU officials. The purpose of this seminar is to foster the cooperation and the dialogue between the EU and the LAS secretariat.

This project will see the implementation of two other main activities: (1) a two-weeks English language course for the diplomats of the LAS delivered by the British Council in Egypt and the UK, in autumn 2014; and (2) a seminar for the EU officials on the League of Arab States, to be organised in 2015.

“ENP Preparing staff for EU-ENP related jobs” - Extended one more year

The College of Europe is pleased to announce that the EU-funded project “ENP: Preparing staff for EU-ENP related jobs” that the Development Office is managing since January 2011 has been extended till December 2014. New activities have been designed and proposed to the European Commission who welcomed and approved them to be implemented during this year: a one-week executive programme and a closing conference.

A one-week executive programme will take place on 16 to 20 June 2014. This training is open to alumni from the previous training seminars implemented in the framework of this EU-funded project. This executive programme will include “train the trainers” sessions, in order to give key elements to the participants to multiply in their country the knowledge acquired during the training.

In October 2014, a closing conference will be organised as an event to present the results of the project and recommendations. This conference will also be the opportunity to present the results of the mapping study on training on public administration in the ENP countries, undertaken by the team.

Formation aux affaires européennes pour le Ministère français de l’Economie et des Finances

L’IGPDE (Institut de la Gestion Publique et du développement Economique) a sélectionné le Collège d’Europe pour développer et délivrer les formations en affaires européennes proposées aux fonctionnaires français du Ministère de l’Economie et des Finances.

Le Collège d’Europe a donc maintenant en charge pour les 4 prochaines années les formations suivantes proposées dans le catalogue de l’IGPDE : (1) l’essentiel de l‘UE ; (2) la prise de décision au sein de l’UE et la stratégie française ; (3) les politiques économiques et monétaires de l’Union européenne ; (4) le droit européen et sa mise en œuvre ; et (5) l’enjeux de la diversité: le cadre juridique européen et national.

Certification programme – First Trainers’ meeting

In the framework of the Certification programme, the managing consortium formed by the College of Europe and CLS, together with the European School of Administration (ESA), organized the first Trainers’ meeting on 21 February 2014, at the premises of the School in Brussels.

This meeting was a great opportunity for the accredited trainers to better grasp the context of the Certification programme and its specificities. Furthermore, the trainers had the opportunity to meet with representatives of ESA, including the Director Mr David Walker, and also to network among themselves. The next Trainers’ meeting will take place on 16 May 2014.

UNU-CRIS – Doctoral School in Quito: Call for applications

The Doctoral School is jointly organised by UNU-CRIS and the Universidad Andina, in collaboration with the Inter-American Development Bank (IDB), the Latin American Trade Network (LATN), GIGA, and the University of Barcelona. Its aim is to bring together a group of Ph.D. students and other young researchers for a series of lectures by leading senior academics in the field of Latin American, European and comparative regionalism, and to discuss their research projects in tutorial sessions.

The Doctoral School will take place in Quito and will last for one week. The targeted public is (mainly) doctoral students from all social science sub-disciplines in various stages of their research projects dealing with Latin American regionalism or comparative regionalism. The Doctoral School seeks to establish a new network of researchers dealing with regionalism, based at universities and other research institutions all over Latin America and beyond. The Doctoral School is bi-lingual (English-Spanish).
