Stephan Keukeleire (BE) était titulaire de la Chaire TOTAL de Politique étrangère de l'Union européenne (2011-2013) au sein du Département d’études en relations internationales et diplomatiques de l'Union européenne depuis 2011. Il est professeur invité au Collège d'Europe depuis 2001.

Stephan Keukeleire est Professeur de Politique étrangère européenne à l’Institut d’études internationales et européennes de Leuven (LINES), Université de Leuven (KU Leuven) et Directeur du Master d’études européennes : Perspectives transnationales et globales, ainsi que du Master de politiques européennes à la KU Leuven. Il est également membre senior du Leuven Center for Global Governance Studies (LCGGS). Dans le passé, il a acquis une expérience dans la pratique de la politique étrangère de l'UE en travaillant au cabinet du ministre belge des Affaires étrangères et au Parlement européen. Il est diplômé de l'Université de Louvain, l'Université de Hull et l'Université de Strasbourg.

La recherche et les publications de Stéphan Keukeleire couvre la politique étrangère de l’Union européenne, notamment la PESC, la diplomatie européenne, la politique étrangère structurelle européenne, l’élaboration informelle de politiques, et la politique européenne envers le Kosovo et la RDC. Il est le co-auteur du manuel largement utilisé « The Foreign Policy of the European Union » (Palgrave Macmillan) ainsi que le coordinateur du site spécialisé de ressources en ligne Exploring EU Foreign Policy.
