The Department of EU International Relations and Diplomacy Studies at the College of Europe, Bruges campus, with the financial support of the European Commission, organizes during the academic year 2013-2014 a series of events dedicated to the European Neighbourhood Policy in a comparative perspective .
A public high-level lecture was held on Wednesday, 5 March 2014, followed by a Q&A session and a reception. The language of the conference was English.
Speaker: Dr Dirk BUSCHLE, Deputy Director of the Energy Community
In his lecture, Dr Dirk BUSCHLE, Deputy Director of the Energy Community Secretariat, will discuss the relevance of multilateral agreements based on internal market rules for the development of the European Neighbourhood Policy. The recent developments in Ukraine pose the question of whether and to what extent the EU’s neighbourhood relations can be based on European standards. Governance of the energy sector is key for answering this question. Dr BUSCHLE will draw on the experience of the Energy Community and of the European Economic Area in discussing issues of topical interest for the future relations between the EU and its neighbours. This includes the interests of the parties in exporting or importing EU law, how a smart design for internal market export may look like, and where the limits for building bilateral and multilateral relations on EU law and policy may lie.
About the speaker
Dr Dirk BUSCHLE is since 2011 Deputy Director and since 2007 Legal Counsel of the Energy Community Secretariat in Vienna. Prior to his current position, he was Head of Cabinet of the President of the Court of Justice of the European Free Trade Association (EFTA) in Luxembourg. Dirk BUSCHLE graduated from Constance University, Germany, and earned his Ph.D. at the University of St. Gallen, Switzerland. He is also Deputy Director of the Institute for European and International Business Law at the University of St. Gallen. He has widely published in different areas of European Law, speaks regularly at conferences and has lectured as visiting professor at the Universities of Reykjavik, Constance and St. Gallen. He co-chairs the annual St. Gallen International Energy Forum as well as the Vienna Energy Law Forum.
