Professor Jörg Monar, Director of the Department of Political and Administrative Studies, has edited and contributed to a special issue of the Revue française d’administration publique on “La realisation de l’espace de liberté, de sécurité: les États membres à l’épreuve” (no. 129, May 2009).

This special issue explores in eight articles the challenges which the implementation of the Union’s “area of freedom, security and justice” poses to the EU Member States at both the European and the national level. This “area” has developed into one of the most fundamental projects of the European construction and has seen over the last decade an impressive expansion of the EU’s strategies, objectives and institutional structures. Yet there is a growing tension between ambitious objectives and actual implementation which appears more and more as the primary challenge for the EU and its Member States in this domain. European Commission Vice-President Jacques Barrot has written a foreword giving the Commission’s perspective on the issues at stake.
