Natolin Neighbourhood Days – At the Helm or on the Sidelines? The EU's New Approach to Conflicts and Crises in the Neighbourhood: Between the Global Strategy and the Revised ENP (4-23/11)

The new Global Strategy for the European Union's Foreign and Security Policy (EUGS) was launched by High Representative Ms Federica MOGHERINI on 28 June 2016 amid trepidation regarding the result of the British referendum. Underpinned by the realization that the very existence of the Union is being questioned, as well as a sense of urgency in tackling "crises within and beyond our borders", the document claims to put forward a new vision for promoting peace and security.

As one of the EUGS' five priorities, the EU's approach to conflicts and crises is crucial for achieving sustainable peace in the EU's neighbourhood. At the same time, the 2015 Review of the ENP presented its own approach to stabilization in the region less than a year ago, which prompts the obvious question: to what extent are these two strategic documents complementary?

This series of four roundtables and lectures aims to explore the implications of the Global Strategy and the 2015 ENP Review for the EU's approach to conflict management and peacebuilding across the Eastern and Southern dimensions of the neighbourhood, focusing on the synergies and/or tensions between the two documents. The series will open with a high-level lecture on the Global Strategy and will be followed by two roundtables, which will discuss in more depth specific conflicts from the EU's Eastern and Southern neighbourhoods, respectively, and the EU's involvement in them, and will be drawn to a close with a Natolin Neighbourhood Ambassadorial Talk.
