Armenia - The College of Europe continues supporting the diplomatic world

The College of Europe Development Office has been awarded with the two-year project: “Support to the Diplomatic Academy in Armenia”. The overall objective of this initiative is to enhance the strategic development, capacity building and sustainability of the Academy.

By strengthening the Academy in the Ministry of Foreign Affairs and ensuring the transfer of necessary knowledge and skills to diplomats and civil servants, this project should create favourable conditions in support of a closer association and integration between the EU and Armenia. A large number of activities have been foreseen including students study trips to Europe, mid-career training programmes or international internships for graduate diplomats.

Algérie - Formation pour les stagiaires diplomates algériens de l’Institut Diplomatique et de Relations Internationales (IDRI)

Suite au succès de la formation organisée en Avril 2012 par le Service de Développement pour les stagiaires diplomates algériens, l’IDRI a décidé de renouveler cet évènement en envoyant cette année l’ensemble des stagiaires de la promotion 2013 à Bruges.

C’est donc au total 120 stagiaires, divisés en 4 groupes d’une trentaine, qui bénéficieront d’une semaine de formation intense sur une approche pratique de l’Union Européenne. Le Service de Développement accueillera deux groupes les premières semaines de Juillet et les deux derniers groupes les premières semaines de Septembre.

Les cours seront dispensés par des Professeurs du Collège d’Europe et porteront sur les institutions européennes, le processus de décision européen, les relations UE-Algérie. Un module de négociation sera organisé, comprenant deux sessions très pratiques sur les négociations et la communication et une journée entière consacrée à une simulation. Une journée de visites des institutions est prévue, notamment la tenue d’une table ronde avec différents acteurs des relations UE-Algérie tels que des officiels de la Commission Européenne et du Secrétariat Européen aux Actions Extérieures.

L’objectif de cette formation est de donner une approche pratique de l’Union Européenne aux stagiaires diplomates algériens et de les préparer de façon concrète à leur affectation professionnelle après l’IDRI.

Cette formation est financé par l’Union Européenne dans le cadre du programme P3A.

Maroc - Renforcement des capacités de l’Académie Marocaine d’Etudes Diplomatiques (AMED)

Notre collègue du Service de Développement, Mlle Anne-Claire Zirnhelt, gestionnaire de projet, rentre tout juste de Rabat (Maroc) où elle a pu observer la mise en place du projet de coopération académique entre le Collège d’Europe et l’Académie Marocaine d’Etudes Diplomatiques (AMED) démarrée en Septembre 2012.

Cette coopération se fait dans le cadre du contrat-cadre 2009 (Lot 7 : Gouvernance et Affaires intérieures), et grâce au financement de l’UE. Ce projet a pour but la mise en place de modules spécialisés qui viennent renforcer le programme de formation que les stagiaires diplomates de l’AMED suivent pendant un an à Rabat.

Le Service de Développement, en partenariat avec B&S Europe, a donc contribué à la mise en place des modules suivants : institutions européennes et processus de décision, organisations internationales, négociations bilatérales, négociations multilatérales gestion des conflits, communication et utilisation des media sociaux. Trois formateurs ont été envoyés sur le terrain tout au long de l’année académique : Professeur J-P Jacqué, Monsieur J Garson et Monsieur M Pueyo. Le projet se terminera en Octobre 2013, les stagiaires diplomates prendront alors leur poste en Ambassade ou au Ministère des Affaires Etrangères.

Project award: Framework contract for provision of training services for the Certification Programme

As part of the winning consortium, the College of Europe has recently been awarded by the European Commission the Framework contract for provision of training services for the Certification Programme. The contracting authority is the European School of Administration, formally attached to the European Personnel Selection Office (EPSO), which is itself considered part of the European Commission. The implementation period is of four years.

The main task will be to provide a pool of trainers to deliver the Certification training programme on behalf of the School. The aim of the programme is to help candidates acquire or reinforce the skills that they will need in order to be effective and efficient administrators, irrespective of the institution in which they work. The training is mainly focusing on skills, including topics such as Reaching sound decisions, Negotiating successfully, Writing with impact, Presenting with impact.

The programme will be delivered in parallel in English and French, and will take place in Brussels and Luxembourg.

EU-Canada Young Journalist Award Study Visit in Brussels

From 17 to 21 June 2013, three young promising Canadian journalists will take part in a visit to the European Institutions in Brussels organised by the College of Europe Development Office, as part of their prize for winning the EU-Canada Young Journalist Award, organised yearly by the EU Delegation in Canada.

The EU Canada Young Journalist Award was created in December 2001, by the EU Delegation in Ottawa in order to recognize outstanding journalistic merit or potential among Canadian students. This competition aims to reinforce links between the people of the European Union and Canada, and to promote awareness of the European Union among a new generation of Canadian students and journalists. By writing or recording a story about the European Union or EU-Canada relations, each year laureates win a study visit to the European institutions in Brussels.

The study trip will include visits to the European Parliament, Council, European Commission, European Economic and Social Committee, NATO, and to the EEAS where they will have the opportunity to meet and interviews journalists, press officers, spokespersons, EU officials, diplomats and lobbyists working in EU affairs.

Training for Chinese officials on EU Competition law

On 8-19 July 2013, the College of Europe Development Office will organise a tailor-made Competition Summer School for Chinese Officials. The beneficiaries of this training programme are thirty Chinese officials working in the field of competition.

The two-week tailored course includes interactive lectures on a range issues of Competition law, with training sessions focusing on Competition Policy and Fundamentals of EU Competition law, Economics of Competition law, Article 101 – Horizontal and Vertical Restraints, Article 102 - Abuse of dominant position, Article 106 -) Exclusive and Special Rights, Anti-trust procedure, State Aid Policy, Merges and Acquisitions.

ENP Training Seminars – from Barcelona to Natolin (Warsaw)

After the successful EUROMED Training Seminar organised in Barcelona in April 2013, the College of Europe Development Office will now organise five seminars on the external aspects of EU internal policies (Trade, Energy, Environment and Agriculture) and on the Eastern Partnership, in the College campus of Natolin in June-July 2013 – all of them are part of the ENP Regional Project “Preparing staff for EU-ENP related jobs”, training about 170 officials coming from the ENP partner countries.

Each seminar lasts three days, during which the participants have the opportunity to learn and improve their knowledge of the Eastern Partnership or the external aspects of EU Trade, Energy, Environment and Agriculture policies. The seminars will include active debates with academics and practitioners, or with the valuable experience of Polish officials in the fields covered by the seminars. The participants will also have the opportunity to network with fellow colleagues from partner countries, to exchange experiences and to share best practices.

In the framework of the ENP regional project “Preparing staff for EU-ENP related jobs”, already 9 training seminars have been organised and delivered by the College of Europe in its two campuses in Bruges, Belgium and Natolin, Poland in 2011 and 2012, at the UfM Secretariat in Barcelona in April 2013, and 2 more training seminars will be organised in Bruges in September-October 2013.

The aim of the project is to train officials working for various ministries and services dealing with the EU in the 16 ENP countries: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Jordan, Israel, Lebanon, Libya, Moldova, Morocco, Palestinian Authorities, Syria*, Tunisia and Ukraine.

*EU Cooperation with Syria is currently suspended due to the political situation in the country; however, since in principle Syria is eligible for cooperation under the ENPI, activities may be taken up again once the situation improves.

Training Seminar on Reporting Skills for the Permanent Representation of Sweden to the EU

On 22 May 2013, the College of Europe Development Office has organised a training on “Reporting Skills” for the Permanent Representation of Sweden to the EU, which took place in the Madariaga - College of Europe Foundation in Brussels.

The Permanent Representation of Sweden to the EU requested a training in order to improve the communication skills of its staff when reporting about Council Working Parties’ meetings and other EU news to their capital. The College of Europe Development Office set up an interactive one-day-training programme which focussed on how to address different audiences and how to avoid using EU jargon.

The tailored course included both, a theoretical part on structure and audiences, as well as a practical part during which the participants practiced their writing and drafting skills in small groups.

UNU-CRIS - The Comparative Interdisciplinary Studies Section (CISS) of the International Studies Association (ISA) and UNU-CRIS co-organise a Conference in Bruges on 19-20 June 2013

The CISS/UNU-CRIS Joint Conference titled “Cooperation, Integration and Alliances: Regional and Global Perspectives, Challenges and Solutions” will explore integrative and cooperative policies and institutional structures to meet the variety of challenges that confront the interconnected world of the twenty-first century. These challenges span a wide range of economic, political, social and cultural dimensions.

The conference proposes to engage in a discourse that recognises the magnitude of these issues and to discuss creative integrative responses. Bringing together scholars and policy makers from various fields and disciplines, the conference intends to promote a cross professional and cross disciplinary approach that will greatly enhance our understanding of global challenges and lead to effective solutions. With over 100 delegates registered, this event promises to be an intellectually stimulating gathering of members of the international studies community.
