Etienne GAREL is French and joined the College of Europe in February 2020. He has 5 years of professional experience working in international development cooperation. He acquired good knowledge of development policies and project cycle management, with experience in managing technical assistance projects funded by the EU in the field of good governance, public diplomacy and capacity building. Etienne also worked as event coordinator, providing logistical support for the organisation and management of international events for the EU, such as training courses, national workshop consultations and high level events.
Etienne holds a Master Degree from Paris 1 Panthéon Sorbonne University in Political Sciences with a specialisation on International Cooperation.
At the Development Office, Etienne works on the design and implementation of several training programmes, including tailor-made training courses organised in partnership with the Organisation internationale de la Francophonie and training for French civil servants on EU matters (IGPDE). He also manages the executive education courses on ‘EU Competition Law’ and ‘Competition Policy & High-Tech Markets’ and the Competition Summer Schools for Indian, Korean, Chinese and ASEAN officials organised in the framework of the EU-funded ‘EU-Asia Competition Cooperation Project’. Etienne is also working on the P3A-IV Association Agreement project in Algeria and supports his colleagues on the Public Diplomacy project throughout South America. Etienne speaks fluently French, English and Spanish and has a good knowledge of Italian.
