Gerhard Stahl was born in Ludwigsburg, Germany, in 1950. He graduated in economics and became a research assistant to the chair of public finance at the Technical University in Berlin.

After joining the Federal Ministry of Finance in Bonn and working there for some years, he occupied several positions in the regional administration and in the European Parliament.

He then worked for years in the European Commission (EC), namely in regional policy and in economic and monetary affairs. His last position in the EC was Deputy Head of Cabinet of the Commissioner responsible for Economic and Monetary Affairs. He then joined the EU Committee of the Regions (CoR). Gerhard Stahl was Secretary General of the CoR for more than 10 years. His second mandate as CoR Secretary General came to an end in April 2014.

Gerhard Stahl is member of the IFO-Advisory Committee and he was also for more than 12 years member of the Management Board of the IFO-Research Institute in Munchen. He is a member of the Scientific Council of the Foundation for European Progressive Studies (FEPS), a member of the Administrative Council of the Madariaga - College of Europe Foundation, a member of the European Statistical Advisory Committee (ESAC) and a member of the Institute of Public Finance, a world-wide scientific association of economists.

Since August 2012 he is a Visiting Professor at the College of Europe in the Economics Department, teaching a seminar on the Reality of Policy Implementation: EU2020 at Regional and Local Level.

Since August 2014 he is professor at the Peking University HSBC Business School, Shenzhen, teaching Transition Economics in the Master program.
