Google Chair: Seminar on One-In, One-Out

The new President of the European Commission, Ursula von der Leyen, announced that the institution will apply the “‘One-In, One-Out’ principle which whenever new regulation introduces costs for businesses and citizens, the Commission will have to offset the cost increase by modifying or eliminating existing regulation. However, the contours and modus operandi of the OIOO principle must still be defined. Will it lead to deregulation? Could it be reconciled with ambitious policies such as the European green Deal? In a study commissioned by the German government, Andrea Renda develops a proposed system, which tries to strike a balance between the need to reduce regulatory costs, and the need to regulate to achieve economic, social and environmental benefits. 

Prof. Andrea Renda, Google Chair Chair holder at the College of Europe will discuss about the One-In, One-Out methodology in an interactive seminar, presenting his conclusions on his recent publication "FEASIBILITY STUDY: INTRODUCING “ONE-IN-ONE-OUT” IN THE EUROPEAN COMMISSION", published by the think-tank CEPS.

Professor Andrea RENDA is a Visiting Professor since 2007 and holds the Google Chair in Digital Innovation in the European Economic Studies Department at the College of Europe since September 2017. He is a Senior Research Fellow and Head of the Regulatory Policy unit at the Centre for European Policy Studies, a leading research-based think tank based in Brussels (Belgium), and he is member of the High-Level Expert Group on Artificial Intelligence of the European Commission.
