Conference participants examined how the EU digital policies have impacted democracy, the rule of law and fundamental rights and how they could and should be shaped to support and strengthen these basics of our constitutional settlement in the EU and in Member States in the future. We believe with the digital technologies being all-pervasive and the public discourse being shaped more and more by the electronic public sphere, largely in the hands of major internet platforms, digital policy becomes societal policy. And the law of the digital sphere largely becomes concrete constitutional and fundamental rights law. We looked at the different components of EU law in this area but also discussed overarching questions of the coherence of the legal system as a whole.
