El-Hiwar project – Training course on ‘Functioning and priorities of the EU’

From 9 to 12 February 2016 and in the context of the EU funded project ‘Training and Information course on Euro-Arab relations, El-Hiwar’, a training course took place in Brussels on ‘Functioning and priorities of the EU’

The course, organized by the College of Europe Development Office, was addressed to personnel of the League of Arab States (LAS) – both from the Secretariat in Cairo and the Mission in Brussels – as well as to personnel coming from the LAS member states’ representations in Brussels. The course objective was to refresh and deepen the understanding of the EU system: the first day focussed on the EU institutions and the complexity of the EU decision-making process; the second day on the EU as a global actor including its budget and financial instruments; on the third day, participants looked into two EU sectorial policies, namely trade and justice and home affairs, and then analyzed EU-Arab relations. Finally the fourth day was devoted to a workshop on negotiation skills.

During his welcome remarks on Tuesday 9 February 2016, Mr José Luis VINUESA-SANTAMARIA, representative of the European Commission – DG NEAR, stressed the importance of maintaining and strengthening the collaboration between the EU and the League, especially given the current security challenges faced by the EU and the world.

The project ‘Training and information course on Euro-Arab relations, El-Hiwar’ started in June 2013 and aims at improving the flow of information and promoting dialogue among officials working in the European Union (EU) and the League of Arab States (LAS) Secretariat. Designed as a pilot project with a two-year duration, it was extended in 2015 until June 2017 and benefit from ECLASO support and cooperation.
