“Promoting Human Rights and Minority Protection in South East Europe” – Final Regional Report

As part of the Council of Europe-EU joint programme “Promoting Human Rights and Minority Protection in South East Europe”, the College of Europe has been managing a research project assessing the level of awareness of minority rights mechanisms in the region, as well as the level of success of 35 local projects funded by the programme.

The Council of Europe has published the Final Regional Report, which in addition to summarising the results of the previous project deliverables, assesses the level of success of 35 local projects, and identifies 35 lessons which can be used when designing other similar projects for the promotion of minority rights at local level.

The conclusions of this report are drawn from 2 assessment rounds of the local projects: one carried out before implementation and one at the end of the projects. The local projects were assessed based on their relevance, organisational capacity, cooperative capacity, problem solving capacity, and results. The first project assessment was published in July 2015 and can be consulted here. The results of the second project assessment are part of this Final Regional Report.

The College of Europe Development Office managed another study within this project, which was published in October 2015 and assessed the level of awareness of minority right mechanisms in the seven beneficiaries taking part in the Project. This study can be consulted here.
