Chaire TOTAL de Politique étrangère de l’Union européenne

Conscient de l’intérêt grandissant des étudiants, du monde académique mais aussi du grand public à propos des évolutions que connaît l’Union européenne en matière internationale, le Collège d'Europe a créé, en 2011, une Chaire portant sur la Politique étrangère de l’Union européenne. Cette Chaire a été établie avec le concours financier de TOTAL et instituée au sein du département d’études en Relations internationales et diplomatiques de l’Union européenne, à Bruges.

Le Professeur Stephan Keukeleire est le premier titulaire de la Chaire TOTAL de Politique étrangère de l'Union européenne du Collège d'Europe (2011-2013). Il est le coordinateur du site spécialisé de ressources en ligne Exploring EU Foreign Policy, élaboré avec  le soutien de la Chaire TOTAL de Politique extérieure.

Les objectifs de la Chaire

L’objectif principal de la Chaire est de promouvoir l’enseignement et la recherche portant sur la Politique étrangère de l’Union européenne. Son titulaire donne un cours et dirige des mémoires d’étudiants dans le cadre du Master d’études en Relations internationales et diplomatiques de l’UE (Bruges). La Chaire mène par ailleurs des travaux de recherche, organise des conférences et produit des publications.


La Chaire s’attache à analyser le développement, la pertinence et l’efficacité de la politique étrangère de l’UE dans un environnement européen et international en pleine mutation, avec la mise en place, à la suite du Traité de Lisbonne, d’un nouveau cadre institutionnel (tel que le Service européen pour l’action extérieure) et l’émergence de nouvelles puissances structurantes (tels que les BRICS). Un autre objectif consiste à renforcer les outils d’études en faisant du concept de la "politique étrangère structurelle" un cadre d’analyse qui intègre aussi des perspectives non occidentales et qui attache une attention particulière aux analyses sociétales. Un point de vue extérieur est considéré comme nécessaire afin de contrebalancer la prédominance d’une approche occidentale tant en ce qui concerne la conduite que l’analyse de la politique étrangère de l’UE. Ces thèmes ont été développés lors de la présentation inaugurale du titulaire de la Chaire en mars 2011 : "EU Foreign Policy beyond Lisbon: The Quest for Relevance" ainsi que dans les conférences organisées par la Chair.

Dans le cadre de la Chaire Politique extérieure de l’UE, le titulaire a préparé une deuxième édition du manuel largement utilisé "The Foreign Policy of the European Union" Basingstoke: Palgrave Macmillan (‘The European Union Series’).
