EU-funded project El-Hiwar II – Policy Dialogue on Women and Conflict

The College of Europe implemented the second Policy Dialogue of the EU-funded project El-Hiwar II on 4 April 2019 in Brussels. The event focused on "Women and Conflict: Diagnosis and Proposals for Action".

El-Hiwar is a programme aimed at facilitating dialogue, cooperation, and collaboration between the League of Arab States (LAS) and its Member States and the European Union (EU). Conceived as a space to find synergies for future cooperation, this one-day event discussed strategies to prevent violence against women in conflict and post-conflict situations as well as to allow women to benefit from social, economic, civil and politic rights.

The Dialogue brought together EU and LAS officials with representatives from academia, international and national organizations working on gender and women rights.  Key conclusions emphasized the need to develop networks of female mediators and support the preparation of National Action Plans for the implementation of UN Resolution 1325 on Women, Peace and  Security.

Several activities in addition to the policy dialogues will take place in the framework of this project which will last until 2022: institutional seminars, sectoral training courses, summer schools, briefing sessions, and working breakfasts.

El-Hiwar II – Policy Dialogue on Women and Conflict: Diagnosis and Proposals for Action

El-Hiwar II: Training and Information Course on Euro-Arab Diplomacy, is a project funded by European Commission DG NEAR and implemented by the College of Europe. It is conceived as a dialogue tool for the EU and the LAS to support strengthened work relations and to learn about each other's functioning, mechanisms and policies.
