EU-funded project El-Hiwar II – Policy Dialogue on Youth, Civil Society and Socio-Economic Needs

On 3 April 2019, the College of Europe implemented the first Policy Dialogue of the EU-funded project El-Hiwar II. The Policy Dialogue took place in Brussels and focused on "Youth, Civil Society and Socio-Economic needs: New Avenues for Euro-Arab Cooperation".

El-Hiwar is a programme aimed at facilitating dialogue, cooperation, and collaboration between the League of Arab States (LAS) and its Member States and the European Union (EU). Conceived as a space to find synergies for future cooperation, this one-day event analysed the expectations, difficulties, and experiences of the Euro-Arab youth: how to mainstream youth issues into policies, how to support employability, and how to create decent job environments.

First recommendations highlighted the need to focus on "job quality" as the following multi-dimensional challenges were identified in both Europe and the Arab region: hyper-precariat, decline or non-existence of state welfare systems, no decent jobs for skilled youth, mismatch of skills with the job markets, and digitalisation of jobs. The Policy Dialogue brought together EU and LAS officials with representatives from academia, youth organizations and international organizations.

In addition to policy dialogues, a number of other activities are foreseen in the framework of this project which will last until 2021: institutional seminars, sectoral training courses, summer courses, briefing sessions, and working breakfasts.

El-Hiwar II: Training and Information Course on Euro-Arab Diplomacy, is a project funded by European Commission DG NEAR and implemented by the College of Europe. It is conceived as a dialogue tool for the EU and the LAS to support strengthened work relations and to learn about each other's functioning, mechanisms and policies.
