The College of Europe is the oldest postgraduate institute of European studies, with campuses in Bruges (est. 1949), Natolin/Warsaw (est. 1992) and Tirana (est. 2024). Across its campuses, and under the motto “studying and living Europe together”, the College hosts approximately 500 students from over 50 nationalities each year, pursuing advanced 10-month Master’s programmes in a residential format. Beyond a broad spectrum of additional executive education activities, the College also implements comprehensive training programmes for junior diplomats/officials from EU member states and the enlargement region.

The role
Your outreach will increase both the number and the diversity of high-quality applications to the College of Europe – Tirana Campus, particularly from students from the Western Balkans. Your work will also help deepen our institutional partnerships across the Western Balkans.
Based in Tirana, the Outreach and Partnerships Officer will work under the direct supervision of the Head of Administration and collaborate with the Director for Communications, Events & External Relations at the College of Europe in Bruges.
The main duties and responsibilities of the Outreach and Partnerships Officer:
• Build and update a database of universities, youth NGOs, embassies, cultural institutes, academic networks and alumni groups.
• Coordinate outreach to programmes offering EU-related studies in the Western Balkans.
• Plan and deliver campus presentations, university fairs and informal meetups.
• Support the organisation of representation missions of College representatives.
• Cooperate with the Communications & Events Officer in Tirana and the Bruges-based team (director, graphic designer, communications officer).
• Support and actively contribute to the daily communications of the Tirana campus.
• Reshare visuals and key messages in regional channels.
• Identify success stories for traditional media.
• Liaise with professors, EU stakeholders and partners to boost visibility.
• Develop a Tirana-specific alumni ambassador system.
• Coproduce webinars, peer mentoring sessions and social media takeovers together with the Student Affairs & Careers team.
Your profile:
For the position of the Outreach and Partnerships Officer, the College is looking for candidates with:
- A master’s degree or equivalent professional experience in communications, European studies, international relations or a related field.
- A minimum of three years of relevant professional experience or equivalent experience through volunteering or professional experience.
- Fluency in English; knowledge of at least one Western Balkan language is a strong asset.
- Proven experience in stakeholder engagement, event organization, or alumni/community relations.
- A working knowledge of the Western Balkan higher-education & youth-engagement landscape.
- Existing regional contacts that will accelerate outreach (nice to highlight when applying).
Ability to:
- Build relationships easily across cultures and sectors.
- Organise complex projects independently and manage multiple deadlines simultaneously.
- Express ideas clearly in writing and in person.
- Articulate strategic thinking and operationalisation of communications and outreach campaigns.
