Successful implementation of first edition | Capacity Building Programme for Jordanian Diplomats and Civil Servants for Strengthening EU-Jordan Ties
We are delighted to announce that in autumn 2025, the first cohort of Jordanian diplomats and civil servants successfully completed an advanced training programme aimed at fostering EU–Jordan relations and enhancing the capacity of Jordanian public administrations. The training marked the first of a total of three editions of an overarching programme entitled “Strengthening the Capacity of Jordanian Public Administrations for Enhanced EU–Jordan Relations”. The project was initiated by the Delegation of the European Union to the Hashemite Kingdom of Jordan and implemented by the College of Europe.
The overall purpose of the capacity-building programme is to enable participants to deepen their understanding of EU–Jordan relations and EU foreign policy, while creating valuable opportunities for meaningful professional engagement between Jordanian and EU officials. Indeed, beyond knowledge-building, the programme emphasises exchange, interactivity, diversity, and networking, enabling participants to develop both professional and personal skills and to establish sustainable connections. The overarching capacity-building programme is thereby closely aligned with the strategic partnership between the EU and Jordan, contributing to the Strategic and Comprehensive Partnership launched in January 2025.
The first edition of the programme took place in October and November 2025 and brought together 18 participants from a variety of backgrounds, ensuring an optimal learning environment through interactive discussions, practical exercises, simulations, and high-quality mentoring by both recognised experts and experienced practitioners in the field. Among the Jordanian diplomats and civil servants were representatives from the Ministry of Digital Economy and Entrepreneurship; the Ministry of Education; the Ministry of Foreign Affairs and Expatriates; the Ministry of Industry, Trade and Supply; the Ministry of Planning and International Cooperation; as well as the Royal Hashemite Court.
From 13 to 14 October 2025, participants gathered in Amman for a high-level kick-off of the first training edition, followed by core training activities at the College of Europe in Bruges from 27 October to 5 November 2025. Over this two-week period, participants took part in a comprehensive curriculum covering EU external action, EU–Jordan relations, donor coordination, and policy implementation. In addition to thematic training modules and skills workshops, study visits to relevant EU institutions and bodies in Brussels marked one of the highlights of the training. Networking events with key stakeholders, as well as social and cultural activities, further enriched the learning experience and strengthened professional ties.
Running until 2027, the initiative foresees a total of three training editions, reaching up to 60 Jordanian civil servants and diplomats. Following the successful first implementation, the second edition is already in planning for late spring 2026. By enhancing institutional capacity and supporting good governance and human development, the overall capacity building programme makes a concrete contribution to strengthening EU–Jordan cooperation and advancing Jordan’s social, economic, and political development.
