A graduate of University College Dublin and a postgraduate of the European University Institute (Florence), Dr. O´Leary worked for a number of years in academia (Visiting Fellow, University of Cádiz; Assistant Director of the Centre for European Legal Studies and Fellow of Emmanuel College, University of Cambridge; Visiting Fellow, University College Dublin) before working as a Référendaire for Judges Mancini, Macken and, most recently, Ó Caoimh at the European Court of Justice, as well as in its Research Department. She is a lecturer at the College of Europe (Bruges), the author of The Evolving Concept of EU Citizenship (1995) and The Employment Case-law of the European Court of Justice. Judicial Structures, Policies and Processes (2002), co-editor of The Principle of Equal Treatment in EC Law (1996), and author of several articles most notably on EU citizenship, fundamental rights, free movement and EU social policy and employment law.
