Le 12 mars 2015, le Dr. Aidan HEHIR, Maître de conférences en Relations internationales et Directeur du Programme en Relations internationales et de sécurité à l'Université de Westminster, a donné une conférence au campus de Natolin (Varsovie) du Collège d'Europe.

              

Dans son exposé, le Dr. HEHIR a evalué l'impact de la Libye sur la perception de l'efficacité de l'intervention humanitaire et la reconstruction post-conflit. Bien qu'initialement annoncée comme une preuve positive de la responsabilité de protéger dans la pratique, la Libye est devenue de plus en plus un synonyme d'échec et est régulièrement citée comme un facteur de causalité négative dans la réponse inefficace du Conseil de sécurité en Syrie. Le Dr. HEHIR a discuté également des facteurs qui initialement étaient en faveur d'une intervention et soulignera les leçons à tirer de la dégénération de l'État pendant la phase de reconstruction post-conflit.

          

La conférence a fait partie d'un programme préparatoire pour les étudiants de la promotion Falcone-Borsellino participant au voyage d'études en Tunisie, qui s'est déroulé du 16 au 19 mars 2015.

           

À propos du conférencier (en anglais) :

Dr Aidan HEHIR is a Reader in International Relations and Director of the Security and International Relations Programme at the University of Westminster. He gained his PhD in 2005 and has previously worked at the University of Limerick and the University of Sheffield. His research interests include humanitarian intervention, statebuilding, and the laws governing the use of force. He is co-convenor of the BISA Working Group on the Responsibility to Protect and is currently working on an ESRC-funded two-year project on "The Responsibility to Protect and Liberal Norms". He has published widely, including the following books:

  • Libya, The Responsibility to Protect, and the Future of Humanitarian Intervention (Palgrave Macmillan, 2013. Co-editor);
