This course examines the development of the European Union as an international actor, with particular attention to the evolution of its security and defence agenda and its implications for the EU’s identity and future trajectory. It introduces students to the EU’s evolving role in security and defence through key policy and institutional developments.
Beginning with the 2003 European Security Strategy, the course traces the EU’s changing priorities, challenges and level of ambition through the 2016 EU Global Strategy and the 2022 Strategic Compass, as well as any subsequent strategic developments. Students will be encouraged to provide their own assessment of the EU’s security and defence policy choices and examine how these choices have shaped its relations with international partners, both in its neighbourhood and beyond.
