23rd Bruges Colloquium in cooperation with the International Committee of the Red Cross (ICRC)The International Committee of the Red Cross (ICRC) and the College of Europe have organised the 23rd Bruges Colloquium on International Humanitarian Law (IHL). This year’s edition was again held in a hybrid format, in Bruges and online.

Who is Who on the Battlefield? The Actors Engaged in Contemporary Armed Conflicts

With the active participation of an international audience, leading IHL experts and practitioners we discussed:

1. The contemporary landscapes of armed conflicts and the actors engaged in these conflicts

2. Neutrality, co-belligerence, foreign interventions and support to parties in armed conflicts

3. The multiplicity of actors and challenges for the application of IHL

The Bruges Colloquium on International Humanitarian Law (IHL) is the annual rendez-vous of IHL experts and practitioners in Belgium. It brings together experts from governments, international organizations and armed forces, along with academics from various universities and representatives of civil society organisations.

The Colloquium, created in 1999, is jointly organised by the ICRC Delegation in Brussels and the College of Europe.

The 23rd edition of the Bruges Colloquium was held on 20 and 21 October 2022* in a hybrid format, online and in Bruges in the premises of the College of Europe.
