High-level Conference on the Report of the Group of Twelve: a Franco-German reflection on the future of EU institutions

From 09:30 till 17:00
Bruges Campus, Room E
Dijver, Campus de Bruges

The European Union faces a critical juncture marked by geopolitical shifts, transnational crises, and internal complexities. Against this backdrop and following the Conference on the Future of Europe, the French and German governments convened a ‘working group on EU institutional reforms’. In September 2023, the "Group of Twelve" released their report: Sailing on High Seas: Reforming and Enlarging the EU for the 21st Century. Their recommendations aim to achieve three goals: increasing the EU’s capacity to act, getting the EU enlargement ready, and strengthening the rule of law and the EU’s democratic legitimacy. Taking the report as a basis for discussion, now is the time to debate these recommendations and include further contributions from all over Europe.

It is in this spirit and with this goal in mind that the College of Europe POL Department, in partnership with the Lyon III University Center for European Studies (CEE) and the European Law Journal, is organising a high-level conference on the Report of the Group of Twelve on October 20, 2023. Speakers include high-profile experts from EU institutions, renowned academics, and influential EU Think Tank representatives. The complete programme is available here.

The proceedings of the conference, together with contributions selected on the basis of a call for position papers available here (deadline for abstract submission: 2 November 2023), will be published in a special issue of the European Law Journal (2024:2).

The Conference will take place in Room E, in the historical Dijver Building, on the College of Europe Bruges Campus. The event will also be live-streamed.

To attend the event, whether on-site or remotely, register here. Please note that registration is mandatory. Seats will be allocated on a first come, first served basis.
