High-level Conference on the Report of the Group of Twelve: a Franco-German reflection on the future of EU institutions

On Friday 20th of October, the POL department, in partnership with the Lyon III University Center for European Studies (CEE) and the European Law Journal, organised a high-level conference on the Report of the Group of Twelve on October 20, 2023. Speakers included high-profile experts from EU institutions, renowned academics, and influential EU Think Tank representatives.

The European Union faces a critical juncture marked by geopolitical shifts, transnational crises, and internal complexities. Against this backdrop and following the Conference on the Future of Europe, the French and German governments convened a ‘working group on EU institutional reforms’. In September 2023, the "Group of Twelve" released their report: Sailing on High Seas: Reforming and Enlarging the EU for the 21st Century. Their recommendations aim to achieve three goals: increasing the EU’s capacity to act, getting the EU enlargement ready, and strengthening the rule of law and the EU’s democratic legitimacy.

The students of the Department (Francesco ARTEBANI and Anna LEHNERT) were also invited to share their views on the report: watch here.

The proceedings of the conference, together with contributions selected on the basis of a call for position papers available here (deadline for abstract submission: 2 November 2023), will be published in a special issue of the European Law Journal (2024:2).
