Job Vacancy - Liaison Officer (100% FTE) at the College of Europe (Tirana, Albania)

As a key member of the “Tirana Action Team of Experts” preparing the opening of the Tirana Campus of the College of Europe, the Liaison Officer will provide crucial on-site support (in Tirana) to the Administrative Project Coordinator (based in Bruges).

The Liaison Officer will serve as a central contact point for the Albanian counterparts and stakeholders for all matters concerning the implementation of the preparatory inception phase of the project (until September 2024).

We are looking for candidates with:

  • a postgraduate degree in European Studies, Law, Economics, Political Science or International Relations, Public Relations, Communications or related fields;
  • an excellent command of English; a good command of French and/or Albanian is considered an asset;
  • min. 2- 3 years of relevant professional experience (including project management, preferably EU-funded projects);
  • experience in building and expanding networks of experts and partners;
  • a good understanding of the EU, its institutions and policies;
  • preferably, previous experience with and/or a good understanding of the College of Europe;
  • preferably, a good understanding of the Albanian educational system;
  • the capacity to work independently and as part of a team; ‘entrepreneurial’ and goal-oriented mindset; flexibility.  

Main tasks include:

  • serving as a central contact point for the Albanian counterparts and stakeholders for all matters concerning the implementation of the preparatory inception phase of the project in Tirana;
  • support the work of the Administrative Project Coordinator and the relevant administrative offices of the Bruges campus;
  • budgeting and reporting. 

The Liaison Officer will be based in Tirana – possibly with occasional visits to the Bruges campus.

Disclaimer:  The finalisation of the contract will be subject to funding being available at the time of signing (action grant by DG NEAR, European Commission).
