The report Scaling Fences: Voices of Irregular African Migrants to Europe was published by the United Nations Development Programme on 21 October 2019. It aims to provide insights on the phenomenon of irregular migration to Europe, as well as humane and long-term approaches to the phenomenon of migration. According to the UNDP, complex questions of migration and development are intertwined and migration represents a reverberation of development. This trajectory is, however, failing young African people coming to Europe, especially, nearly two thousand irregular migrants who left their homes across 39 African nations.
The event organized by Young Diplomats consisted of:

Speakers:
Mr. Pierre HARZÉ is the Deputy Director for Programme and Operations at the UNDP Representation office in Brussels. 
Graduated in medicine from the University of Louvain (1981) and the Institute of Tropical Medicine in Antwerp (1982), he began his international career with Doctors Without Borders in Somalia, Chad and then in Afghanistan during the Soviet intervention as well as an elected member of the Board of Directors of the French section of Doctors Without Borders. He has been working as an expert within the European Commission and later as an international consultant to support the Caucasus and Central Asian countries.
In 2000, he became Senior Advisor for Europe and the Commonwealth of Independent States at the United Nations Development Programme (UNDP) Representation Office in Brussels, and since 2006 he has been Deputy Director of the same office. He oversees and coordinates the topics relating to the Financial and Administrative Framework Agreement between the EU and the UN, which regulates the implementation of projects funded by the EU.
