Dikensa GJOKUTAJ

Dikensa Gjokutaj serves as Liaison Officer, member of the Action Team for the College of Europe, Tirana Campus.

She earned a master's degree in Political Theory from the University of Tirana, graduating with the highest distinction (Golden Medal), and holds an Erasmus Mundus Master's degree in German and French Philosophy from institutions in France, Belgium, and Luxembourg. Her expertise has been further refined with extensive training in results-based management at prestigious institutions such as the ILO International Training Centre in Turin and the Ecole Nationale d'Administration (ENA) in France.

Dikensa's professional background spans public administration, academia, and civil society. Since late 2021, she has taken on the role of Manager of Monitoring and Evaluation at the National Youth Congress, where she contributed to the Tirana European Youth Capital 2022 program. Between 2014 and 2021, she held various positions in central public institutions, including Director of Policies and Strategies for the Development of Education, Sports, and Youth at the Ministry of Education, Sport and Youth, Head of Monitoring, Priorities and Statistics, and Youth Expert at the Ministry of Social Welfare and Youth.

She has held the position of external assistant professor at the University of Tirana's Department of Political Science and has contributed to several publications on public policy development, youth sector, and monitoring and evaluation (M&E).

Her professional experience encompasses project management, particularly in the context of EU External Aid programs such as Instrument for Pre-accession Assistance (IPA) funding, Budget Support, and the Youth Guarantee program. Her contributions have supported the advancement of public policies, civil society capacity building, and institutional learning and practice
