Zoë Collier (UK) is a highly experienced training consultant and lecturer, delivering strategic advice, coaching and training in policy, strategy, political thinking and communication skills. A former British diplomat, private secretary to a senior Cabinet minister, head of a strategy unit and policy adviser to Ministers in a number of UK government departments, she has extensive domestic, EU and international experience of all aspects of policy development and policy communication.

Her long list of clients includes the Council of the EU, Arts Council England, the European Space Agency, the College of Europe and several major organisations in the UK and internationally. Her understanding of what makes for effective policy and strategy enables her to develop these essential skills in others. For example, since 2012 she has been delivering courses to the Council of the EU on political thinking and briefing skills, which has led to significant reforms in the style and format of briefings that they produce.

Zoë Collier has led consultancy programmes in many parts of the globe on citizen engagement, better regulation and evidence-based policy making. She also runs workshops on negotiation skills for international politics Master’s students at the University of London. She holds a Master’s degree in Philosophy and Law from the University of Cambridge.
