Dr Jan BOGUSŁAWSKI,  Academic Advisor at the College of Europe in Natolin, has recently published a new research article at the Journal of European Social Policy titled ‘Who Governs Pension Indexation? Automatic Government and the Limits of Quiet Retrenchment’. 

The article focuses on the evolution of European rules and practices regarding the adjustment of old-age pension benefits. It provides a novel dataset that systematically tracks the actual annual rates of adjustment of pension benefits across EU countries.

The study shows that across the last two decades, pensioners in the EU have, for the most part, seen their benefits retain their original purchasing power; however, their relative economic status - ie. the ratio between the benefits they receive and the wages of the working population - has declined substantially. This divergence between purchasing power retention and relative economic status loss may be an underappreciated driver of pensioner grievances, carrying important social and political implications.
