Antonino Alì is a professor of International Law in the University of Trento, teaching a course in "National Security in the Perspective of International and EU Law" and of "International Law and National Security".
He has performed research on bulk data surveillance programmes in EU MSs and investigated the balance between human rights protection and the opening of cryptographical barriers on social media. His last major publication is a volume titled (trans. From italian) " Digital Data and Intelligence: International Law Perspectives", 2025. Researching the techniques of Russian hybrid warfare, Prof. Alì dove into the use of artificial intelligence systems to disseminate messages designed to shape public communication, generate confusion, or spread disinformation. Prof. Alì has also been invited to provide expert testimony to the European Parliament during the legislative process leading to the adoption of the EU Anti-Coercion Instrument.
He has been since 2024 a member of the "Strategic Assessment and Analysis Unit for the exercise of special powers" at Italy's Presidency of the Council of Ministers. In this role, he contributes to the annual report to Parliament on the exercise of special powers and takes part in negotiations on the new regulation on foreign investments (Golden Power). Prof. Alì is a member of the scientific committee of the Italian Cryptographers Association.
