In the 21st century, diplomacy matters more than ever. But it is facing a crisis of relevance and effectiveness and has been sidelined by governments most everywhere. This may be attributed in part to the militarization of international policy generally, and in particular to the failure of diplomatic practices and structures to adapt adequately to the exigencies of globalization. A revolution in diplomatic affairs is required, and the implications for the foreign ministry and foreign service are profound.
