The opening ceremony of the academic year of the College of Europe, Bruges campus, took place on 30 September 1999.
Jacques DELORS , President of the European Commission, delivered the opening address to the students of the Wilhelm & Alexander VON HUMBOLDT Promotion, professors, staff and invited guests of the College of Europe.
