On 5 April, Minister Frank Vandenbroucke delivered a speech "Social Europe: Lessons from the Past, Perspectives for the Future".
The question of social Europe is both topical and crucial for European integration. Since the very beginning of the establishment of the internal market, the social policies were its important complement. One of the present‐day challenges is to preserve the European social model, and reform the social benefits system as to contribute to maintaining the budgetary equilibrium. The necessity to reform the social model, in order to enhance the well‐being of the European citizens, and the competitiveness of the European economy, was confirmed both by the Lisbon strategy of 2000 and the recent “Europe 2020” strategy. However, in order to assess what has to be done, it is necessary to be aware of what has been done so far.
Hence, the speech of Mr Frank Vandenbroucke is timely. He has not only contributed to the social questions as a practitioner and politician, but also as a scholar. To mention just a few of his recent political functions: he was Minister for Social Affairs and Pensions (1999‐2003) and for Employment and Pensions (2003‐2004) in the Belgian federal government, and Minister for Employment, Education and Training (2004‐2009) in the Flemish government. Since 2009, he has been Minister of State and since 2010 Senator. On the academic level, it is necessary to mention that in 1999 he was awarded a Doctorate in Philosophy (DPhil) by the Faculty of Social Studies at Oxford University for his dissertation that developed on the concept of “active social state” which turned into a true frame of reference of public action.

De vraag naar een sociaal Europa blijft brandend actueel en bovendien cruciaal voor de Europese integratie. Al sinds de invoering van de interne markt, de hoeksteen van de Europese Unie, vormt sociaal beleid het belangrijkste sluitstuk. Eén van onze grootste uitdagingen is het hervormen van de sociale zekerheid en tegelijk het Europees sociaal model vrijwaren. Enkel zo kan het begrotingsevenwicht behouden blijven. Om het welzijn van de EU‐burgers en de concurrentiekracht van de Europese Unie te verhogen is het onontbeerlijk de sociale stelsels om te vormen. Dit bleek al uit de Strategie van Lissabon (2000) en recent nog uit “Europa 2020”, de groeistrategie van de Europese Unie. Maar om deze ambitieuze doelstellingen voor de toekomst te realiseren, moeten we lessen trekken uit het verleden.
Belgisch Minister van Staat Frank Vandenbroucke ging hier in zijn speech uitgebreid op in. De vraag naar een sociaal Europa en de hervorming van de sociale stelsels zijn voor hem van primordiaal belang. Hij leverde zelf een bijdrage als expert en politicus, maar ook als academicus. Frank Vandenbroucke was immers Minister van Sociale Zaken en Pensioenen (1999‐2003), Minister van Werk en Pensioenen (2003‐2004) in de Belgische federale regering en Minister van Werk, Onderwijs en Vorming (2004‐2009) in de Vlaamse regering. Sinds 2009 is hij Minister van Staat en sinds 2010 Senator. In 1999 doctoreerde hij aan de Faculteit Sociale Wetenschappen van Oxford met een proefschrift over het concept van de “Actieve Welvaartstaat”, een ongeëvenaard referentiewerk.
