EU and Global Policy on Artificial Intelligence: A Progress Report

Prof. Andrea RENDA, Google Chair holder and member of the high level experts group of the European Commission on AI, gave on the 16th of October an interactive seminar on Artificial Intelligence and its policy implications in the College of Europe.

The rise of Artificial Intelligence (AI) is bringing both opportunities and challenges for the economy, society, and the environment. While the United States and China are investing massive resources in AI development and deployment, the EU is leading the debate on the policy framework, ethical alignment, and industrial policy, potentially charting a new path towards "AI for good". The new European Commission President-elect Ursula VON DER LEYEN has promised to adopt a policy initiative on the human and ethical consequences of AI within the first 100 days of her mandate.

A series of cases of AI applications were presented and discussed to evaluate their consequences, threats and opportunities. Some of the key themes discussed were:

  • Intellectual property issues of AI
  • Human support of AI
  • AI biases
  • Limits and risks of AI in autonomous cars and planes. Human-machine interaction.
  • Deep fakes
  • Ethical consequences of AI and algorithmic based decision and policy making
  • AI based Social scoring
  • Trade-offs between prediction accuracy and explainability
  • EU AI strategy and initiatives
