European Centre for Government Transformation - Final Summit

For seven months now, sixteen students from the Department of European Political and Administrative Studies divided into four teams of four have been taking part in a project on state transformation. Working together with Accenture, the staff and faculty of the College of Europe, and the Lisbon Council, each team has been asked to evaluate the challenges of a state agency. Each team visited in November 2014 the agency they were evaluating to learn about the particular challenges the agency faced.

On 10 March, in the framework of the European Commission Innovation Convention, the four teams presented in Brussels their final findings and recommendations to Ms Máire GEOGHEGAN-QUINN, European Commissioner for Research, Innovation and Science. 

Ms Michele CHANG, Professor at the Department of European Political and Administrative Studies of the College of Europe; Mr Peter DRÖLL, Acting Director for Innovation Union and the European Research Area at the European Commission’s DG Research and Innovation; Mr Teodoro GARCIA EGEA, Member of the Spanish National Parliament and Researcher in the Technical University of Cartagena (UPCT); Mr Bernard LE MASSON, Global Managing Director for Health and Public Service, Management Consulting at Accenture; Mr John KOLM-MURRAY, seasonal Health and affordable Warmth Co-ordinator at Islington Council, United Kingdom, joined the session, along with several winners of the European Prize for Innovation in Public Administration, awarded last year by the European Commission.

Later, Commissioner GEOGHEGAN-QUINN awarded The 2014 Public Service Innovation Prize to the winning College of Europe case study: a proposal for expanding solar-energy innovation, based on the experience of the Regional Energy Agency of Murcia, Spain.

Digital Government (City of Helsinki, Finland)

Objective: Accelerating the Open Data Revolution through a Win-Win Relationship for Producers and Consumers.

Solar Energy Innovation (ARGEM, Regional Energy Agency of Murcia, Spain)

Objective: Scaling Up the Solar Race and Educational Project on Renewable Energy, through Improved Organization, Communication and Financial Sustainability.

Team : Mr Pablo MORENO ARAGON (Spain), Ms Elena MAGGIONI (Italy), Ms Emilie CAZENAVE (France), Mr Christophe AUBRY de MARAUMONT (Denmark/ France).

E-Service for Business Registration (AMA, Agency for Modernisation of the Public Administration, Portugal)

Objective: Scaling Up the ‘Zero Licensing’ Initiative to Achieve High Economic Impact.

Team: Mr Simon BUDDEN (United Kingdom), Ms Julie BARRETTA (Switzerland/Italy), Ms Hélène SIBILEAU (France), Mr Yannik HUBER (Belgium/Germany).

E-Health (Stockholm County Council, Sweden)

Objective: Exploiting the Full Potential of My Healthcare Flows to Scale Up the Initiative in Sweden and Across the EU.

Team: Ms Kim-Mailin WEINRICH (Germany), Mr Edouard VINATIER-OLLIER (France), Ms Katja TUOKKO (Finland), Ms Anna ABELA (Malta).
