Professor BUSCHLE discusses Opal and the carbon border tax at the Vienna Energy Law Forum

The Vienna Energy Law Forum, co-organized by the Energy Community Secretariat and the Florence School of Regulation at the European University Institute, has become a reference event attracting every year over 200 participants from all over Europe (http://energylawforum.eu).

This year’s edition took place on Friday, 20 September, at the University of Vienna’s beautiful main ceremonial chamber. The Forum’s motto was "One Step Beyond", and followed the many opportunities and challenges of Europe’s great energy transition, including its geopolitical dimensions.

As every year, Professor Dirk BUSCHLE, Chairholder of the IBERDROLA Manuel Marín Chair for European Energy Policy, presided the Forum. He devoted his opening speech to a reflection on 10 years of the Lisbon Treaty and its energy policy article 194, which recently gave rise to the establishment of energy solidarity as a legal principle by the General Court in the Opal case. Professor BUSCHLE also discussed aspects of a European carbon border tax, an instrument announced by President-elect VON DER LEYEN in her recent speech at the European Parliament.
