Professor Tobias SCHUMACHER gave a guest lecture in the framework of the conference cycle "Aula Mediterranea" of IEMed

On 23 February 2017, Professor Tobias SCHUMACHER, Chairholder of the European Neighbourhood Policy Chair at the Natolin campus of the College of Europe, gave a guest lecture in the framework of the conference cycle Aula Mediterranea, organised by the European Institute of the Mediterranean (IEMed) in close cooperation with the Institute Barcelona Estudis Internactionals (IBEI). The lecture was entitled "The 2015 ENP Review: Coordination and Coherence, and EU Policy-Making in Times of Crises".

Taking into account the EU's multi-level governance system, Professor SCHUMACHER unpacked the complex coordination and bargaining dynamics among EU member states and the EU level in the framework of the 2015 review process of the European Neighbourhood Policy. Embedded in a critical analysis of all EU member states' non-papers and EU institutions' input, and arguing that EU stakeholders reverted to established and learned coordination patterns, the lecture demonstrated that the review resulted in the adoption of a new policy framework which does address the multifaceted crises phenomena in the EU's neighbourhood discursively, but lacks innovative, tailor-made crises-specific response mechanisms.
