From 6 to 8 June 2023, Rector MOGHERINI visited Tirana (Albania), for a series of events and meetings.
On Tuesday evening, 6 June 2023, Rector MOGHERINI attended the 2023 Graduation Ceremony of the University of Tirana. At the event in the "Air Albania Stadium", Rector MOGHERINI addressed graduates of the academic years 2020/21 and 2021/22 and congratulated Rector Artan HOXHA on the 65th anniversary of the University.

H.E. Mrs Evis KUSHI, Minister of Education, Sports and Youth of Albania, and Rector MOGHERINI signed a Memorandum of Understanding on 7 June 2023, formalising Albania's accession to the Administrative Council of the College of Europe. They also discussed the way forward towards opening a branch of the College of Europe in Albania in the future.
On the last day of her visit (8 June 2023), Rector MOGHERINI was awarded the distinguished title of Doctor Honoris Causa of the University of Tirana by the University's Academic Senate, following a proposal by the Institute of European Studies.
Prof. Dr. Artan HOXHA, Rector of the University of Tirana, awarded the title "for the valuable contribution for the accession of Albania and the Western Balkans to the European Union, promotion of European values, ensuring multilateral dialogue as well as supporting and strengthening the internationalization process of the University of Tirana and Albania's higher education in the European area".

While in Tirana, Rector MOGHERINI had meetings with, inter alios, H.E. Ms Olta XHACKA, Minister for Europe and Foreign Affairs; H.E. Ambassador Christiane HOHMANN, Head EU Delegation to Albania; and Ms Majlinda BREGU, Secretary General of the Regional Cooperation Council.
