Why the European Union? Because it is the first actor, world-wide,  in the financing of cooperation and development

Why the European Investment Bank? Because it is the largest multilateral financial institution and the EU’s arm for long term financing of investment

Development finance for the EU Neighbourhood region will serve as an illustration
