This course provides a hands-on introduction to the EU’s framework on ethics and public integrity, aimed at both officials and staff. It traces the evolution of the EU’s ethical system, places it within a broader transnational context, and explores its laws, governance structures, and political dynamics. Although the EU has one of the most comprehensive integrity frameworks on paper, recent scandals have revealed significant shortcomings that risk undermining public trust.
Adopting a wide perspective, the course examines institutional challenges, enforcement mechanisms, and ongoing reform initiatives, including debates on establishing an EU-wide ethics body. Students will develop the tools to critically assess current reforms, design policy solutions, and tackle real-world integrity challenges. Beyond institutional ethics, the course also links professional ethics to broader philosophical debates on justice, rights, and morality.
