This seminar takes a fresh approach to studying the European Parliament by placing it within the wider EU political system. Rather than focusing only on internal structures, it examines the EP’s functions and practices, asking how citizens’ demands are translated into policy. We will explore three stages of this process: the origins of demands, how they are aggregated within the EP, and how they are negotiated with other EU institutions. The seminar emphasizes the EP’s role in the broader system, highlighting its interactions with the European Commission and the Council. Sessions will combine theoretical debate with practical exercises and, when possible, insights from practitioners.
